I think a mass mailing to commercial property managers and brokers in your target cities.... maybe buy the list from some associations...?  

I live in New York and everywhere I look around here is too expensive.

City of Charleston is starting to regulate them more and more.

lastly, Cedar Rapids requires new landlords to register with the city and take a training class that will put you in the same room as many fellow landlords. 

My fingerprinting and clearance by the "agencies" was completed without any issue (as expected).What can I do to help a prospective landlord in my new city (hi there NOVA) not view me as a risk?

I'm a fairly new investor in the Twin Cities.
