The second reason is that the HOA is in the 2nd year of a 4 year assessment to improve the community by fixing all the exteriors of all buildings, removing dead trees, repaving walkways and working toward 100% resident compliance with HOA dues and more...

I have a similar issue in a new 6 family investment that requires hard wired fire alarms (in NJ).This phone line is costing me $670 a year, more than the actually cost of the fire alarm monitoring system which is $400 a year.Does anyone know of a better solution?

They charged no fee for setting it up other than the costs of a new 1st like most any other 1st mortgage product.There are multiple ways to get the job done.The fee is a sales charge to cover the folks who are promoting the fee based solutions.
