In a wholesaling transaction at closing, does the end buyer (investor) pay for the closing fees, meaning the escrow fee and charges?

asking because at the closing my LO keep having me sign papers and as she put it "this just say that you didn't go buy a new car or something before finalizing this loan" so now that I have closed is it ok for me to apply for a credit card or should I wait.

If a potential tenant in this order recieves lease agreement then makes payment including security deposit, first and last months rent  via certified cashiers check is the agreement valid if it’s not signed?
