Sit down with yourself and write out what is the best thing which can happen if I pay off the debt, what is the worst thing which can happen if I pay off the debt, do the same scenario planning for investing now, and go where the greatest weight is.

I am assuming this is the same case for carrying that passive rental loss over to the flip (because flips are considered "active income" also) which means I'm sitting here with 25k in cash that I've got to pay taxes on.
