How much does flooring, paint and cabinets usually add to the value of a property?

We're in the process of a duplex refinance after a new kitchen was put in, all new flooring and carpeting, new windows on building etc.  

The seller sold me washer and dryer, which was included in the contract, come to find out that the first floor tenants that I inherited had purchased the washer and dryer.

I have been selling my small properties at 11 and 12 cap and they all get new roofs, windows, furnaces, flooring, kitchens and baths as soon as I buy them.

You need to read your local jurisdiction's regulations.If you're doing basic stuff like painting, flooring, cabinets, trim, etc. then you don't need a permit.If you get caught doing work without a permit, you can be in for a whole heck of a lot of expense in terms of fines and they can shut down the "job site".

I know in my little world here in Portlandia and Charleston were I am personally active.. homes I built last year and sold for 360k in Portlandia the exact same floor plan on my newest development is going to sell at 440k and I am in the dirt the same amount as the first one.. and build cost only rose about 10% . 

If a home has been refinished/remodeled so that floors gleam, paint is beautiful, etc. a non-staged home can look very inviting but even then it would probably be at least partially staged.

I just had an offer accepted on a duplex in the 13203 zip code.Both apartments are 3 bedrooms, needs minimal work, and the 1st floor has been there for 10+ years.

I will be closing on a property this Friday and I went over there today during heavy rains to see why the bottom floor floods.
