What do you utilize for funding?

I was wondering how anyone has gone about separating water utility for tenants and billing it back to them? 

That city's municipal code states a city inspector must come out and inspect the property any time utilities change names.

The first question that you need to ask is what will it cost you to bring utilities to the site.

Broker and I think the utilities for that would run ~$2000/yr for all units.
