now i know that there is no guarantee that the nighbors would be willing to buy but these properties are all over the place and aren't selling so the county has to do something with them right?

having money in the bank today, does not mean it will be there indefinitely. if you notice my profession, i'm a banker. i just saw a guy blow through $3-million that he had in his account in the matter of 4 months. there is no guarantee to the landlord that your money is going to be there. he obviously agrees, hence the double deposit.
