Was thinking of maybe just driving around or looking on HAR for new builds and emailing the builders?

The affordable markets go overlooked by institutional developers and home builders, so there's not as much new or renovated inventory.

Explain the situation and see if they can write a Renovation Builders Risk policy to cover the existing building and the renovations you are putting in. 

If you can live with an off-the-shelf design you can go straight to the builder.
