If you decide there is damage in a structural wall, you usually have to tear them out along with any cabinets, sinks, fixtures, etc. that are attached to get to it.If you have the connections and or the time/skills to have the repairs done, you can still make it work.

Other than the electric, the building seems to be will maintained and everything appears to be in good working order currently.We turned on the sinks and tubs in the units and everything seemed to drain reasonably well, but I am considering springing for the sewage inspection for another $300-$400 dollars.

That's not too bad - they' could've kicked in all the drywall, ripped out the light fixtures, pulled out the sinks/toilets, spray-painted all the windows, poured concrete down the drains & super-glued the doors shut.
