While I tend to side with what others have said about cutting your losses, I think there maybe another perspective to consider.As I see it you're about $900 down ($1,200 advanced on the water bill minus $300 paid) plus the unpaid SD.

I am not giving up on recovering my funds, but it is clear to me that I need better legal advice to avoid getting in to these tyoe of messes in the future and a shift in mindset that our legal system is a deterrent for misconduct and fraud.I am happy to partner with others to go after Harbor Funding.
