In one of my properties there are plenty of oil stains and cracks in the concrete and I would like to redo it so it looks presentable to tenants again.I've seen some repaint there garage and some do an epoxy coating.

There’s plenty of previous threads on here on that topic and they usually conclude in a dead end.Second, as @Tyrone Osilesi pointed out, and as the name of the product implies, HELOCs are a line of credit based on the EQUITY in the property.

He still signed and they asked the standard "did anything in your employment status change" and he answered no since the refi will save him $300/month and has plenty in reserves and no issue paying it.I told him once he's cleared to close from underwriting he'd be fine, but I'm also not an expert on this specific situation and he is concerned there may be repercussions about lying.

Hey Roy, Yes, I agree with @Will Fraser - there are plenty of banks that will do a cash out refinance at 75-80% over 30 years.
