If I can do things all over again, it seems my only choice is still a time and material contract for the engineer to work on the city's comments.

If that is the case I think I have the choice of what money I am going after the tenant for. 

Apartments can often offer something individual owners have tough time doing....free rent....recently saw a sign in uptown offering 4-8 weeks of free rent....OUCH.   

If so I was wondering if it is a good choice or if I need to try to get my money back.

. :) Ive read a few beginner rei type books, and am aiming to narrow my focus from the general reading to more targeted focus of individual methods for getting in the game.

Your choice would be to earn $750 per month in income and hoard th ecash in yur property praying the markets do not turn or sell and reinvest to earn potentially $2900 per month.Probably the same risk with more than 3X the reward.

It’s their choices they need to live with.
