If that's the case, you can pay a quick visit to planning commission department and have them pull up past cases of R1 lot sub-division & how the PC / council voted.

Ive spoken to the planning department, but they don't really give you the probability of winning or whether my claim is substantial hardship. 

I’d call a lot of local banks first and speak to their commercial mortgage department, although they will want to refi at least 5 properties not just 1.

What department do you direct this FOIA request to?

By speaking to people who have gone through the process, as opposed to someone in the sales department, you will get a much better handle on the reality of it.

I've called the water department to try and get them to help me figure out where the tap is, but no one knows!
