@Sameer Patel when I make the tenant responsible for the maintenance of the machine, it has to be functional when they move out or we would charge for the repair.

They serve the same function to potentially recoup on debt secured on a property, just different processes and costs to get there. 

A couple grand isn't squat wrt driving up value, unless for instance you cure an adverse condition (functional obsolescence) that impacts the appraisal.

A person's home and its functionality and peaceful enjoyment can have a pervasive impact on their life and an owner's property can cost hundreds of thousands and in the millions (along with millions in personal liability).  

I'm sure its the same for SF.Either case, my point is that CapEx is a function of the Future costs of those Capital Expenditures, not some arbitrary percentage of the rent roll.
