(Banks back doing appraisals, ways government are handling their appraisals, intense price pressure, etc)

I suspect Digital Marketing companies will gauge how much to quote you based on your industry.   

The city has already replaced the "street box" where my line connects to theirs and have "gauged" the line to confirm it is on "my side" of the service. 

I know your post is from a while back but wondering what metrics or resources you used to gauge the long term RE value movement in a particular market?

That little crack in your foundation (although hard to gauge the size in a photo) does not look very scary.It appears your house has a stucco envelope.
