I have had folks hold on to our letters for YEARS and call us when they finally determine they no longer are going to use the property.So don’t stop if it takes a little time.

I would speak to the Sewage Enforcement Officer to determine if the drain field needs to be moved and if there is space for an alternate location and if the new location would pass a perc test. 

There is no right answer for your question, you really need to determine your goals and pick the one that will help you achieve that goal.

Your success as an investor will be determined by your ability to market your ability as an investor.  

If you are not dealing in all cash of course you want to evaluate and know what its costing you to do business and determine for yourself what is an acceptable return or profit for you.

FYI it's Big Brother mentality and the US Govt is really putting the screws on individual freedoms when it comes to what you want to do with your money.
