Right now - we run most of the income/expenses for all properties out of one "managing" checking account, and then just designate every expense for the property it's for, thus allowing us to do the bookkeeping from there.

With this in mind they can leave the money in a bank account but with inflation they are losing 2-3% doing nothing, invest in the stock market but your volatility is riskier even with blue chip stocks going up and down a few percents a day and you can have something like the 08 recession where half your wealth is gone, and finally you have real estate where you can park your money and concentrate on cash flow.

As part of the governmental push not to create high concentrations of underprivileged households in one location, which some argue creates a cycle of poverty, the Project Based Assistance contracts are no longer rewarded (the existing Projects that have HAP contracts can continue to operate and renew and there is a caveat that while no new contracts are rewarded you can transfer a contract from a facility where the owner does not wish to renew).
