The occupancy rules for an IRRRL state you need only certify that you previously occupied it. 

It's natural, awesome stuff to kill pests and isn't toxic.

If you live more that 25 miles outside the city you need to have either a registered Property Manager or a certified rental agent that is local to the property for the office to work with.

The home is obviously in-town Palmyra as there is no natural gas on the edges of town. 

The loan requirements state "The veteran must certify that he or she intends to personally occupy the property as his or her home."

If you did not know the City will have the Electric company remove your electric meters and put locks on natural gas meters after a fire.

It has an income restriction for qualified buyers, and is also deed restricted.I have excellent credit, and significant savings, and meet all other qualifications to purchase, however due to the non-profit nature of the position I have worked for nearly the past 5 years, my current income levels do not qualify me for enough to purchase conventionally.   

My initial plan before this was to send a certified letter introducing myself, request a copy of their current lease, tenant information, change locks and provide new keys, provide new rent payment address, make sure the property is in decent condition and honor previous lease until it's over. 

By their very nature, security deposits are refundable.
