Short of going door to door, or foreclosure acutions I am not sure what else I am missing...

I guess the reasoning is to get the first bid in the door so they respond to me first before responding to any future bids when the house is listed.

Although I wouldn't have a clue about the local laws of Illinois, in my opinion, first of all, a "mechanic's lien" typically is filed by a vendor... for example, a garage mechanic files for an unpaid auto repair bill, or a lumberyard files for supplies delivered to a site but not paid for.

They usually under bid everyone else by lots just to get their foot in the door with the PM.

This is not foolproof as a lot of areas where everyone has dogs tend to have gates because dogs can tear through a screen door (when left open).

(The basement isn't accessible from inside the house, it has it's own exterior garage door and the tenant had it locked.)

We want to provide out of state , or in state investors a service that will go to your properties, take pictures, of the properties inside/out , take measurements of each space, including measurements of cabinets, doors, windows ect. we will send all info , and then set up for bids and work to be completed . soooo...if anyone can give me any insight on how to move forward i would be greatful.

Always leave the door open, because they may very well decide that they should have taken your deal and call you back later when their house doesn't sell.
