Although I wouldn't have a clue about the local laws of Illinois, in my opinion, first of all, a "mechanic's lien" typically is filed by a vendor... for example, a garage mechanic files for an unpaid auto repair bill, or a lumberyard files for supplies delivered to a site but not paid for.

They usually under bid everyone else by lots just to get their foot in the door with the PM.

This is not foolproof as a lot of areas where everyone has dogs tend to have gates because dogs can tear through a screen door (when left open).

We want to provide out of state , or in state investors a service that will go to your properties, take pictures, of the properties inside/out , take measurements of each space, including measurements of cabinets, doors, windows ect. we will send all info , and then set up for bids and work to be completed . soooo...if anyone can give me any insight on how to move forward i would be greatful.
