But to my knowledge, outside of clear cut violations, for example, prohibited transactions, self managed 401K's have never been challenged or tested.  

The county inspector came out and would not approve the final as both electrical and plumbing permits were required.So now I'm in a position where my new house (that I currently live in) has an open permit that failed inspection and electrical/plumbing violations. 

This violates the contract my section 8 tenants and I have, not sure the best way to proceed.
