Get a 30 year fixed rate loan (as long as you still can - I wish I still could, I have to go commercial at this point, 5 and 7 year ARMs), usually at 75% of appraised value.I support your idea of a 150-200k home (at least from my local Milwaukee point of view), it will perform better years 5-30 than a cheaper property.

On a macro level, it's important that people can dispute fraudulent payments, because fraud happens, so it's not an inherently bad thing that banks support a payer's ability to dispute a claim.

If your submarket doesn't fully support RUBS I still think it's a good idea to consider lowering rents and implementing it because tenants that are forced to think about their water and electricity usage tend to use less of it.
