If you are going to live in the property, I would just suggest that you follow the terms of your leases exactly and rather than tell tenants you are the owner, just introduce yourself as the property manager.

From my experience, the tenants have follow the rules set forth by the housing department and the if they have complaints filed against them they can lose their voucher.

I would send this letter this week.Let a week pass and then follow up with a call and offer a "pre-inspection" of the unit to see if they have any questions and to determine the condition of the unit for renovation work.

They can follow up with the CRA to get a copy of their report.You're in a tough spot in that you may offend the current renter but it's your job to get the best tenant(s) in your rental.

I'd evaluate their management style and way they operate the park (i.e. collecting rent, following the rules and regulations, notices being sent out regularly, etc.).
