And before we got the home, someone had done foundation work, but we have no paper work to certify that it was done correctly, the engineering report was given to them, certifying the foundation supports the home, but people wanted a full warranty for the repairs, of which we still don’t have.

Don't get me wrong, you'll have to show documentation on those 5 properties for any loan....so maybe a bit more paperwork because of that....but FHA won't have anything EXTRA to say about it.

So I would say, before you start to filing any paperwork to change the zoning, would be to call your local zoning office, to find out what's allowed in the zoning/U&O on that property.

So when you buy a property with Section 8 tenants in place, you used to have to go into the local office (now it's over phone and email), to sign paperwork and setup direct deposit, so that the housing authority can send you their portion of the rent.
