I suppose, most of the scum would like me better if I let my contractor licenses expire so they can get cheaper prices and all parties can cheat on our taxes, fail to pay for business licenses, fail to pay for permits, pay our employees with cash so they don't get any Medicare, social security, unemployment, worker comp nor disability benefits.

That the costs of this situation are so far in excess of the security deposit and last months rent it is just crazy.I'm assuming if I do manage to get it cleaned up and rented out in time before the last month expires that I need to return the money to them.

The county (and City) has zero rules on it's own, so just the California State laws apply here.So you guys are basically saying the new California law (max. rent increase of 5%-10%) can easily be circumvented by not renewing a lease after it expires, kicking the old tenant to the curb with a proper non-renewal notice, and re-list the now vacant apartment for a much higher new rent amount?

My preference is to collect some money up front each month and then use that to pay for deliver OR just increase the rent and include the propane in the rent charge.As for the deposit, you can make any changes you want once a lease expires.

In Missouri, when a lease expires and is not re-signed, it automatically converts to month-to-month tenancy.
