I thought I would jump in here since I am the seller and respond to the "BS" comment as that make it sound like we are dodging responsibility or trying to cut corners during the rehab.

Well at least you cut down on some of the costs for doing the turn overs initially. 

I would say just cut your losses and start over in FL.

I have to see if I could download the zoning map, that would cut down a lot of research.  

If you don't have to remain historic my advice is do not do it as it will cut into your profits.

You can tile around them or you can cut standard shower panels to fit around the window and caulk the edges.

If they don't have that money, and have to borrow it (that sounds like the deal here), that cuts into their profit even further.

I have 5 duplexes and the tenants are required to take care of their part of the yard , i.e. cutting grass etc.

Sometimes you just have to cut your losses and move on.
