Your electrician should have his " rough in " or wireing complete prior to your insulation then drywall, tape coat and at least two top coats of spackle then moldings or trim work, primer and first coat of color paint then your electrician can return to hang fixtures , switches, and outlets.

If you plan to resale (flip) the home and would like to sell it fast you should consider updating the kitchen and bathrooms if needed, you should stick to neutral colors inside and out (tile, carpet, stucco etc.) ad low maintenance landscaping.

It makes no difference if all the standards are extremely high as to maintenance, color schemes, landscaping, no junk in the yards, etc. if nobody has the authority to remedy the situation with fines, or having the work done and billing the property owner, etc.If all of that is covered, and it's a good rental area, it can be a great deal.
