Most deals I've looked at & offered on are on the North side so I'm not hugely familiar with the area, but there looks to be a lot of investment pouring into it (The Gateway project, Cook County Hospital redevelopment, etc.) and rents seem pretty strong. 

In fact Cumberland County is and has been the fastest growing county in the state of PA for some time.

But it might possible to get a list of homes that have city or county violations and that will sometimes be an indicator that property is vacant.
