Is it foolish to assume that just because the house matches on paper, that it could fetch a price tag that is (conservatively) $20-$25k more than anything else on the street and in that style?

They can pay cash to create the image of cash flow and supplement that cash flow out of pocket since income is not necessary to support their life style.

My thinking is that if i do nicer finishes and make the house look like a b+ style home, it will stand out to someone looking in a nicer area and maybe the house itself will draw in more buyers and help it sell faster.

When visiting back in 2012 I discovered one these sprawling ranch style homes on silts (we once owned) was gone & had been replaced with 5 patio style bungalows. 

take look at alibaba, you'll find prefab companies such as Deepblue or Baosun. these companies offer 'luxury' and modern style 'villas' that are affordable and quick to build...
