I'd check local tourism statistics for the area as well to see if those are up or down. 

I have heard there are some local financial institutions which encourage investing in certain areas and are willing to provide some incentives.

Get to know your local real estate agents, contractors, property managers and other people who do or have done flips.

The city's ongoing cultural and economic resurgence, supported by proactive local government incentives, enhances property values and attracts a growing population.

The Minnesota agent should be able to write the policy BUT they might have guidelines on their rental dwelling policies that require the owner to be local and therefore looking after the property.
