Ultimately I believe $575-625 is realistic after improvements are made and a bit of side income from adding storage units and possibly covered parking, etc.

If the unit was above grade I wouldn't hesitate to put in an offer but I'm now thinking I should add no buildings with below grade units to my buying criteria.I'm also wondering about providing basement storage for tenants and the related insurance and liability issues?

The first thing I would do is document everything while it's fresh: weather conditions, time, location, contact info, agreement in place with contractor, video of incident if available, time you received notice, copy of the tenant's incident/accident report, etc.

Tenants agree to pay the rent on the first day of each month.Tenants agree to be jointly and severally responsible for the lease and rent.Tenants agree to put trash & recyclables in containers provided by the landlord, to place on curb on day designated by city, and to abide by ordinances in regards to lids on cans, proper trash storage, etc.Tenants agree to not smoke in the building or apartment.
