As a real estate agent licensed in Indiana you would just get your proof of funds letter ready or have the funds in your account and showing this by means of a bank statement and then having the seller sign a purchase agreement.

I politely stated that they must have a tax delinquent list if they send letters out to the owners of these properties to let them know they are delinquent on their taxes.
