New tenants expect skuffs on the walls to be addressed and for the apartment to be generally clean.

We have payed 80%+ of the balance, but he is fighting that we need to pay the full initial rate that we signed on even though the details of the contract are inaccurate and he never sent any written Addendum to the contract for changes in work (he just went ahead and made the executive decision about adjustments without checking with us first).

@Wayne Brooks  without knowing details who knows whats happening.. but usually you have affirmative coverage or you have an act that your accused of that is not covered.. that as you state could be the case here..

I don't have full details, but something I've been looking into.I just get nervous about long term time line on  all  STRs.

We are only required to return the amount  of the actual deposit less damages with an itemized list within 30 days of vacancy AND a forwarding address.
