The party receiving the request can accept, deny, or offer something different.....but it gives them no right to void the contract.

I have first hand seen with my own two eyes ssi give a check to a "payee" who had been reported as abusing that position and for a solid year taken every dime of a young women's check and then brought them enough hot dogs for them to eat for a month.
