With these dampers you can restrict air to the areas that are a little cooler wich will force more air to the areas that are warmer.You may also consider a "duct booster".

Take General Contractor to make sure the rest structure will pass inspection on the the foundation or it will have to be torn down, if you will be force to comply with the building codes or structure can be repaired and grandfathered, city will require plans for foundation, and hope not for the entire addition.
