Any tax preparer who is filing taxes today but doesn't know about a huge sweeping tax change 2 years ago shouldn't be considered a professional. 

Tenant shall not allow any sweepings, rubbish, sand, rags, ashes or other substances to be thrown or deposited therein.

That way you still have your hand in the Hawaii market.You mentioned Sweep.

But I did have one who upon moving in to a very clean apartment still had to complain about: a) dust on the ceiling fan blades b) a small amount of residue in one room from the painter that would have taken about 30 seconds to sweep up.

You'd probably have to spread it all over the floor, then sweep it up later, or put it on drop cloths and just wrap it up and throw it out.

If the person sweeping the floors makes $10/hour and a secretary makes $20/hour, it's because the secretary's skills are twice as scarce as the floor sweeper.

So you know all the filters, flappers, and locks are new and drain clean and clear....On "what needs to be done" in the future I think you will see this on your day to day maintenance (one advantage of being a DIY landlord) you can spot the loose boards and areas that need paint or protection, while sweeping, shoveling or mowing, etc... 

Be leary of agents who will make sweeping generalizations "this foundation looks ok", "that's not that big of a deal".... those are things they should not be saying, and can be red flags.Of course, I'm not an attorney and do not give legal advice -- but as a consumer you do have rights.
