If you make a promotion list in the guard, you can't get promoted until you find an open position that's slotted for that rank.

@Milind Mathur, if this is your first deal and you have no crew or good connections with contractors, having two houses built for $700K may not be easy for you.There are many factors like zoning, lot size, do you have alley, do you have utilities, .....If you are just starting, you can get your feet wet with something like pre-approved DADU plan from the City of Seatlte.

Or are you seeking a single family home with a MIL/ADU/DADU + second kitchen for more separation between you and your tenants?   

Whether it is they are not coming, found another place, or an "excuse" and request for another day/time "slot". 

It loosens the restrictions on AADU and DADU units in certain zones.They will be actively monitoring the permitting and use of the units.
