I'm going to echo @James Masotti, and suggest that your best bet is to ask the City directly what you would need to do precisely to get the change done.

Hopefully this is sufficient information...if not, I can sharpen my pencil and give more precise numbers soon.

Software like Argus and/or customized spreadsheets can given you precise data if you feel like your crystal ball is better than the next investors' ball.
