Now if the city was somehow in possession of the property then maybe they initiated it for themselves but there still was a process at some point.Honestly you are going to have to give more info about who you're dealing with and the circumstances surrounding the deal in order to get better responses than "call the city" because that's really the only advice I can give based on what I know.

And I have a question about security deposits. 5321.16 Procedures for security deposits(A) Any security deposit in excess of fifty dollars or one month's periodic rent, whichever is greater, shall bear interest on the excess at the rate of five per cent per annum if the tenant remains in possession of the premises for six months or more, and shall be computed and paid annually by the landlord to the tenant.We're planning to charge $650 for rent and from what I've read, the security deposit should be about the same as one month's rent, so a $650 security deposit.

If they haven't given you the keys and officially notified you that they have moved out and there is more than $500 worth of stuff in the unit then you'll have to evict them and get a writ of possession in order to legally remove any of their property.

To show the conversion to a rental you would need to have removed all personal possessions, advertised it for rent and no longer have personal use associated with it-i.e. is personal mail still received there or has a change of address for the owner been made?
