Unfortunately, the problems you outline were the same there.

The Cole Memo from 2011 indicates that regardless of local laws, the Feds may enforce Federal law but the Cole Memo also outlines the Feds resources are limited and indicates they should be directed towards "illegal" activities that fund organized crime.

What other details of the strategy I have outlined here am I overlooking?

Fine having the broker run the numbers, but why don't you just set up a basic spreadsheet based on outline from my previous post and run the numbers yourself?

Our title company does not close any of our deals until they receive the "special assessment" reports which will outline any fees charged by DNS(dept. of neighborhood services) for code violation non-compliance, special work done around the property etc....

They will outline what the requirements and procedures are for termite treatment within your complex.

There is a ton more we can outline regarding details in Items 1-6, as well as, further actions beyond #6. 

Never had any success, I suppose I wasn't clear enough in my pitch, and failed to optimally outline the potential in the investor.
