In most areas in San Diego, that is condos, town houses, etcWith that budget, I would be leery of recommending San Diego.

Talk to all of them and see which ones you like, fly to town and meet them, look at some examples and numbers on current deals. 

For example I am near old town alexandria and the businesses are 200 year old row homes and there is no place to put ramps to get in establishments and door openings are not wide enough, but that is because they also could never comply. 

I'm willing to talk and help you explore options for both renting and selling.

You will need to cover perc tests if needed for each lot and then hire a surveyor to draft the ANR plan for submission to the town, just treat wetlands as sacred Indian burial ground - stay away from them and your costs will be very low.
