If it's not oil based, then the water stains you are trying to cover will bleed through still.I wouldn't worry about the wavy ceiling.

The last time I tried that, this bank came back and offered my client $5,000 move out incentive...It's all playing hard ball.....The homeowner will lose the home in any case but they don't go down without the bank bleeding tooo and they making something....it's all negotiations.....

Anyways, either they hold "until recovery" (which might be 10 years from now) and bleed monthly or sell now and come up with the difference, they will have to bring money to the table - either in small chunks monthly or in a big chunk when (if) sold.

There are certain areas and HOA's that are hurting really bad and who can't afford to cover the monthly expenses and are cutting back anything they can since a special assessment isn't going to due much since they would be bleeding the paying homeowners dry.
