Personally, I usually only buy property in A and B neighborhoods, I avoid C or lower.

Or you could go full time, bet on yourself and make 10x that

It is up to you if you want to bet on an appreciation play and take the small losses each month with the ultimate goal of refinancing when rates fall and getting to a point where you can cash flow.

Were I a gambling man, and could find somebody to take me up, I'd bet on another extension.I doubt I could find anybody to bet the other way though, so it's probably just as well I'm not a gambling man.

[8] Have you thought about offering non-refundable discounts for 4 duplexes, if % is paid pre-build--to give you some cash wiggle room for over runs.[9] Will you manage this out of an office, or just an onsite trailer.[10] Will this be an A,B,C or D neighborhood once it's rented up (what's the area like 3 miles or so around it--it will probably have the same renters.)[11] Is this Gentrification of a neighborhood?

If you can, 15% down on a conventional loan would be the safest bet on a 4 unit. 

Please be cognizant of the fact that purchasing a apartment complex, especially a small class c or d complex in a less economically strong area is not anything like investing in stocks, mutual funds or syndicated real estate deals.
