You should also test all batteries in smoke detectors ahead of the inspection and be on the lookout for any lights that are out particularly in hallways or stairways.Many of these are things that the tenants should have told you about, but you don't want to find out the hard way when Section 8 fails you for something like that.

Assuming there is zero way to get other power to those fixtures (including paying an electrician a few hundred $’s so it’s right for this and following tenants.) and you can’t find a decent battery operated version.
