IP security camera

I want to us ip camera on parking lot or vacant units. I have questions for viewing and recording.

1. Do I need to pay to get static ip address? If there are other options, I do not want to pay for static IP

2. Can I use mobile broadband like "clear", or Freedompop so I can move from vacant house to vacant house?

3. Can I use dropbox type cloud storage? or any other suggestion?
