Many times, when a tenant had an illness and could not pay the rent they got the money from someone else including many times when the church they were affiliated with paid their rent.As a landlord, you cannot play god with your tenant by deviating from your own set of rules and unless you are god you won't ever know whether or not your tenants have the money they say they don't have and if you play god with your tenants then your tenants will never seek their rent payments form friends, relatives, their boss, or their church.Your tenant will tell their self, "my landlord understands my situation and doesn't care if I pay my rent".

Not sure how they do it in Florida but in my county in Delaware, you can look up prior year's tax bill on any property by entering the address in the County web site.
