I am trying to understand the procedure for qualifying income ratios for Fannie mortgages.

It seems that they are buying bulk properties across the country, and getting homeowners in there who otherwise couldn't qualify for a loan.

I would love to pre-qualify some general contractors and architects? 

I believe you would qualify for a "hardship exclusion".
