No use in spending money on them to get a fine and them taken away if they are prohibited in your area.Also, for the numbers that you can't reach, have you considered door-knocking?

And recorders data has to be abstracted from document images - so it is prohibitively expensive to "just go get from the county for free" unless your time to go look at the documents, and enter the data, is worth nothing.
