I have called and talked to the water company and they dropped the price on a few houses over the years.

The difference in beds between 2-3 will make a big difference in how long tenants stay.  2 bed in a house or duplex leads to a more transient tenant.  

As a 3 unit, it would be smart to also break down the income and expenses on the listing as most likely the buyer will be an investor.

House Hack all day long dude!

I use my own network of vendors because the company's in house rates are exorbitant and the contracted vendors mostly unsatisfactory.

For whatever reason, they accepted my first low offer to scoop them all up.

Some places have pretty cheap housing and maybe even free housing in smaller or more rural cities.

I intend to qualify as a REP as I have no W2 income and handling the purchasing and managing of my investment is technically my job now (i do have a handyman as I do not live in the state where my property is, I do all things related to the property other than on site repairs).
