If you do not tell the seller you have ZERO intention of buying their house and that you are going to sell the contract afterwards, you ARE a liar, dishonest and ... doing it wrong! 

I'm no expert, but are you intentionally not valuing the land? 

At that point, as decades of case law have prescribed, we should look to the common definition or usage of the word when there is question of legislative intent. 

Please note that if the intention is to rent the apartments out in an airbnb-style, there are additional Portuguese legislation and an AL number is required (Alojamento Local numero).

In my experience, most of the time it's not intentionally deceptive, but the owners are so unorganized and/or they don't register that they should factor utilities into their costs.
