I don't know how this specific moratorium is worded and if there's any criteria associated with it, but there's no reason to think rent is "forgiven", just deferred.

I have analyzed Economy indicators and data of the region and I don't see a strong employment growth, but given that this area is closer to the Mexican border, there seems to be a steady commercial activity associated to trading  and import/exports of goods all year-round.     

Between classes, local association fees, MLS fees, and broker fees, your looking at $1500-2000, and a decent amount of time to get started. 

If your ads show up over and over and FRIGGIN OVER and GADAMNIT OVER AGAIN.... people will see you as an authority of some sort and they associate that will some measure of credibility.You first assessment is correct.Not only continue marketing but double your marketing budget.

But here's the thing: I've had zero turnover in my "D" neighbohood, "C" level properties in the last 18 months. 5 of my 8 units in that neighborhood are filled with folks that have been there for over three years, 4 of my 8 tenants have BS degrees. 

@William Wong - I do not have a corporate structure, the costs associated with it did not provide enough benefit in my opinion.
